Treaty of the Commonwealth of Independent Regions

Preamble
The Commonwealth of Independent Regions is a voluntary and free association of independent and sovereign regions. The Independent Regions of the Commonwealth work together in free association for a common defence, a common foreign representation, and a common forum for discussion and decision of critical issues.

Article I
The style of this free association is called the Commonwealth of Independent Regions, but may be called the Commonwealth informally.

Article II
The Regions of the Commonwealth are independent and sovereign at all times, but must work together in free association for a common defence, a common foreign representation, and a common forum for discussion and decision of critical issues.

Article III
Membership is purely voluntary. Any region of NationStates may join the Commonwealth if the Commonwealth Council votes to include the region as a member. Member governments can choose at any time to leave the Commonwealth and do not need the approval of the Commonwealth Council.

Article IV
The Head of the Commonwealth is the symbol of the free association of the organisation's members and leads the Commonwealth in a symbolic capacity.

The Head of the Commonwealth is elected by the Commonwealth Council and cannot be a Commonwealth Councilman. The Head of the Commonwealth serves until he is unable or unwilling to carry out his lawful duties.

Article V
The Commonwealth Secretary-General is the presiding officer of the Commonwealth Council. The Secretary-General implements the decisions made by the Commonwealth Council and organises meetings of Commonwealth Council. The Secretary-General may cast an original vote and may break a tied vote as well.

The Secretary-General is elected by the Commonwealth Council and must be a Commonwealth Councilman. The Secretary-General serves until the Commonwealth Council elects a new Secretary-General.

Article VI
The Commonwealth Commander is the Commander-in-Chief of all member regions and leads the military affairs of the entire Commonwealth. It is the Commonwealth Commander's duty to create, organise, and command the military forces within the Commonwealth.

The Commonwealth Commander is elected by the Commonwealth Council and does not need to be a Commonwealth Councilman. The Commonwealth Commander serves until the Commonwealth Council elects a new Commonwealth Commander.

Article VII
The Commonwealth Council orchestrates common policies on certain contentious issues and current events, with a special focus on issues affecting member regions.

The Commonwealth Council may impeach an official of the Commonwealth if that official has violated the Treaty of the Commonwealth of Independent Regions. Once the official in question is impeached, the Commonwealth Council must hold a trial and either convict or acquit the official in question.

The Commonwealth Council may modify or edit this document if it is no longer able to serve its original intent stated in the Preamble. The Commonwealth Council must have a two-thirds majority vote in order for any modifications to take effect.

The Commonwealth Council is made up of two Councilmen from each region. Each region chooses its Councilmen in whatever way it sees fit.

Article VIII
